Position Title: Quality Assurance Analyst

Location: Tallahassee FL (Onsite)

Position Status: Contract

W2 Pay Rate: $49/hr

Position Description:

Background: As a result of the Department's efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida's accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida's accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 6, 2026.

The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within FDOT that will require remediation due to:

· Adoption of the Florida PALM Standardized Business Process Model

· Transition to the Florida PALM Chart of Accounts values

· Replacement of Central, Payroll and Departmental FLAIR functionality

· Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system

· Implementation of Information Warehouse data to support agency specific reporting requirements.

The computing asset modifications to complete the FDOT PALM System Transition (FPST) will take place over the course of three years in alignment with the Florida PALM Project scheduled timeline.

Of the 1,500+ computing assets, over 120 are interfaces either between FDOT financial applications or with the state accounting system. These interfaces were written on outdated technology that simply will not work with the new, more modern state accounting system.

General responsibilities include:

  1. Plan and implement testing (e.g., regression, functional, data validation, system integration, load, or performance tests) for new and existing functionality.

  2. Develop and execute formal test plans to ensure the delivery of quality software applications.

  3. Involved in test planning, writing test cases/scripts, test case automation and test execution.

  4. Define and track quality assurance metrics such as defects, defect counts, test results, and test status.

  5. Collect and analyze data for software process evaluation and improvement and integrate them into business processes to address the business needs.

  6. Document all problems and assist in their resolution.

  7. Work closely with development teams to design testing strategies and integrate testing into the

  8. development process.

  9. Plan, create, execute, and automate test cases, working with business analysts, customers, developers,

and other stakeholders.

  1. Document and analyze test results and recommend corrective action.

  2. Isolate, reproduce, manage, and maintain defects and test case databases, and verify fixes.

  3. Support user acceptance testing conducted by customers.

  4. Understand and apply automated testing approaches such as model-based testing or record-and-replay.

  5. Research, recommend, and implement new testing technologies and practices.

  6. Define and champion quality and testing best practices among development teams.

  7. Deliver quality process training to technical staff and act as an internal quality consultant to advise or influence business or technical partners.

  8. Monitor, track, and report on defects.

Experience

  1. 3-5 years of professional experience in Software Quality Assurance or another related field is required.

  2. Experience in a DevOps environment is highly desired.

  3. Experience in testing Extract, Transform, and Load jobs (including Informatica) is highly desired.

  4. A minimum of 3 years’ experience in developing and conducting test processes for multiple types of systems, client users and/or units across an organization is required.

  5. Minimum of 3 years of prior management experience, supervisory, or team leader experience is required.

  6. 2 - 3 years of experience with Enterprise Architecture is required.

  7. 2 - 3 years of prior experience with the FDOT Office of Information Technology is highly desired.

  8. Knowledge of Informatica IICS Cloud Data Integration tools and Snowflake is highly desired.
