Technical Business/Data Analyst
Location: Remote (Expected to come once in a quarter to office in Springfield, IL)
Duration: 12 months
Functional Description:
The Business/Data Analyst will perform business and data analysis tasks daily. Functions will include analysis, planning, assisting in managing project deliverables, updating the project plan using Microsoft
Project, coordinating between the technical team and the business users. This role will support analysis of two different data structures to support conversion and new data model development of a large-scale data warehouse using complex SQL. This includes providing direction for the solution, ensuring data quality, and support of the design, development, and implementation (DDI) of the project.
Primary Responsibilities

Perform complex analysis primarily in SQL to support operational and development needs.
Analysis of Medicaid enrollment, eligibility, provider, claims, and other related data to support business requests, requirements, and design, development, and implementation.
Analytics of current business processes and systems, identify requirements for new processes and systems, identifying and documenting data anomalies and collaborate with cross functional teams for effective resolution.
Collaborate with internal teams, customer, and business partners on business documentation and updates.
Facilitate meetings with user groups and document meeting minutes, action items, and decisions.
Support the DDI Project Manager, as needed, including maintaining the Microsoft Project Plan/Schedule for DDI project.
Develop/deliver professional presentations using Microsoft PowerPoint.
Assist with data quality testing and follow up with business, ETL, BI, and QA teams.
Share use cases to data/quality analysts for data profiling; review test results and infer compliance to project requirements, and applicable Medicaid/CMS processes and guidelines
Ability to effectively manage multiple priorities and ensure availability to questions and clarifications from project members.
Support business requirements documentation and serve as a liaison between business team and technical teams in technical specifications.
Support training end users such as using the to-be system and cross-referencing to the as-is system with the data and related processes as primary focus
Perform peer reviews of the project artifacts/documents to identify quality issues
Interpret, analyze, and provide recommendations regarding data accuracy and data collection needs and processes
Integrate insights into processes, measure results and drive action to help champion data driven culture
Ability to make decisions and problem solve in ambiguous situations
Possess positive-attitude and willingness to jump in and help and share knowledge with colleagues where needed

Required Qualifications:

Bachelor’s degree or higher degree in business intelligence, analytics, computer science, engineering, or related field.
5+ years of healthcare business and data analysis experience supporting business initiatives through data analysis, writing business requirements and supporting testing of various systems.
5+ years developing/writing complex queries using Structured Query Language (SQL)
3+ years of experience in working with State Medicaid/CHIP agencies or equivalent.
Good understanding of Fee for Service (FFS), Managed Care claim adjudication processes from eligibility and enrollment to claims processing to funding/finance.
Experience working on a Medicaid Enterprise System (MES)/MMIS, or EDW DDI or equivalent.
Proficient in MS Word, MS Excel, MS Project, SharePoint, Teams, and MS PowerPoint.
Be a self-starter and able to thrive in an environment with little guidance.
Excellent interpersonal, oral, and written communication skills.
Ability to effectively communicate findings clearly and concisely in writing and verbally to both technical and non-technical audiences
Ability to work in a challenging environment with multiple teams and competing priorities
Experience with facilitating meetings.
Effective organizational, analytical, time management, problem-solving, and multi-tasking skills
Ability to complete assignments under tight deadlines with little/no direct supervision.

Preferred Qualifications:

Experience working with Data warehousing, Analytics, MMIS/MES, PERM, T-MSIS, CMS Federal Reporting or similar projects
Understanding of CMS reporting requirements for Medicaid.
Knowledge of health insurance, Health Management Organizations (HMO) and managed care principles including Medicaid and Medicare.
Experience with Teradata and SQL Assistant/Query Studio
Experience/knowledgeable in Extract Transform Load (ETL) processes
Experience/knowledgeable in Reporting processes
Experience/knowledgeable in Databases (such as Teradata, Snowflake, or another similar Database Management System)
Knowledge of quality measures (such as CMS Core Set, HEDIS)
Knowledge of data integration, software enhancements/development/planning
Knowledge/experience with agile methodologies and projects
Experience with using Azure DevOps, JIRA, and Visio.
