Job Description

Seeking an experienced SQL Programmer to assist in modernizing the ETL (Extract, Transform, Load) process for the Health Analytics Library (HAL), a critical Medicaid analytics and reporting database solution. This role will focus on reprogramming existing SAS ETL code into SQL, helping to prepare HAL for migration to the Azure cloud environment. This contractor will collaborate closely with internal data management teams to ensure the continued development of HAL's capabilities and improve its overall functionality.
• Key Responsibilities: ETL Analysis & Development: Analyze the current HAL system, including data models, schemas, tables, and ETL processes. Design, develop, and implement new SQL-based ETL processes to replace the legacy SAS code.
• Collaborative Requirements Gathering: Work closely with OHA’s Medicaid Analytics and Data Integration (MADI) Unit, internal project teams (PM, BAs, DBAs, data analysts, architects), and HAL users to determine business and technical requirements for system improvements.
• Code Migration: Migrate legacy SAS-based ETL code to SQL language, ensuring smooth transition and optimization. Develop SQL stack/stored procedure code to create new ETL processes and improve the system’s overall functionality.
• System & Data Integration Requirements: Gather and document detailed system, data, and integration requirements for improvements to the HAL data logic, including updates to Medicaid claim code grouping categories and other analytical improvements.
• Testing & Troubleshooting: Test, troubleshoot, and implement newly developed ETL code in both test and production environments.
• Documentation: Document all technical processes, including new ETL programming, system integration steps, and improvements made to the HAL data environment.
• Required Skills & Experience: SQL Programming: Extensive experience with SQL programming, including the development of stored procedures and ETL processes.
• Advanced Data Analysis: Strong skills in data analysis, with the ability to identify trends, issues, and areas for improvement in large datasets.
• Code Management Tools: Familiarity with Microsoft DevOps or other code management tools.
• Communication: Strong verbal and written communication skills, with the ability to interact effectively with both technical and non-technical stakeholders.
• Preferred Qualifications: Experience with SAS Data Management: Knowledge of or experience with SAS programming, especially related to ETL processes and data analysis.
• Medicaid Data Knowledge: Familiarity with Medicaid administrative data, including medical claims and enrollment data, is a plus.
• Problem-Solving: Ability to think critically and creatively to develop solutions that enhance system capabilities and meet business needs.
• Education & Certifications: Required: Full-time professional work experience in Information Technology.
• Substitutions: Accredited college training may substitute for up to four (4) years of required experience (15 semester hours in Information Technology or related areas). Graduate training may substitute for up to two (2) years.
• Certification: Successful completion of an Information Technology certification program may substitute for up to two (2) years of work experience.
