Qualifications: Experience as a Build & Data Delivery Lead: o 8+ years' experience in the Lead Engineering or comparable role working on an enterprise solution with 5 years using the Agile framework. o Proven track record of delivering successful products that achieve key business outcomes. o Experience with end-to-end product delivery using Agile methodologies (SCRUM, Kanban). o Strong leadership presence and ability to question the status quo at all levels of the organization. o Ability to make data-driven decisions or fall back on well-supported intuition when data is not available. o Excellent skill in discussing technology concepts to build consensus by translating between technical and non-technical audiences. Effective communicator with experience directing and managing resources: Must be a results-oriented professional with a proven track record in effectively communicating complex ideas and strategies to diverse audiences including executives and technical staff. Skilled in directing teams and managing resources to optimize operational efficiency and achieve project goals. Adept at fostering collaboration, building relationships, and ensuring clear dialogue among stakeholders. Experience with Documenting Technical Requirements: As a technical advisor and casemanagement oriented member of the ISG technical team, must have expert-level experience in developing and documenting non-functional requirements for case-management and customized systems. Must have experience understanding business workflows, recognize customer data needs, and reference these concepts in analysis deliverables. Experience with Requirement Traceability: Must have experience building sprint backlogs with templates that align with defined Software Development Lifecycle states and statuses. Must understand how to link Epics, Features, and User-Stories to work-items such as Tasks, Bugs, Sprint-Bugs, and Test Cases. Must understand linking test-suites and test-run results to user-stories and features in Azure DevOps. Experience with Automating Builds and Deployments: Must be able to create and maintain Azure CI/CD pipelines and releases using either Classic tool or YAML and check-in infrastructure code to GIT repos. Must be familiar with using Azure DevOps build tasks and configuring settings and variables as needed per environment. Must be comfortable with branching/merging strategies in GIT as well as Team Foundation Version Control (TFVC). Experience with Automating Builds and Deployments: Must be able to create and maintain Azure CI/CD pipelines and releases using either Classic tool or YAML and check-in infrastructure code to GIT repos. Must be familiar with using Azure DevOps build tasks and configuring settings and variables as needed per environment. Must be comfortable with branching/merging strategies in GIT as well as Team Foundation Version Control (TFVC). Experience with Modern Visualization Tools: Must have demonstrable experience with 1 or more of the following tools such as: Lucid Charts, Miro, Moqups, Visio, and willing to learn other tools. Experience with Azure Data Factory and SQL Server: Must have deep experience with SQL Server programming utilizing stored procedures and dealing with performance optimization. Must have experience creating Azure Data Factory solutions utilizing GIT for source control in preparation for implementation. Experience with Azure Service Bus, Functions, Logic Apps, and App Services: Must have experience implementing and documenting solutions that run on Azure Service Bus. Must be familiar with implementing telemetry solutions and methods for re-queuing failed messages. Must be able to document and advise on best practices for designing and implementing Azure functions, logic apps, and app services in preparation for implementation. Experience with Administration of Virtual Machine (VM) and Container Environments: Must be comfortable designing infrastructure hosted on the cloud, including Virtual Machines, Containers, VNETs, firewalls, and security policies, in preparation for hosting integration solutions and scaling them out. Effective Communication: Excellent communication skills to convey project goals, expectations, and feedback to team members, stakeholders, and vendors. Anticipated Role During Design Development, and Implementation: Owns the code branching for TFVC and D365 F&O teams. Ensures that the DDI Vendor’s delivery of code branching and branch merging operations is compliant with the KC IT standards for the PTAS project. Owns the Pull-Request acceptance into the UAT branch for GIT repos tied to release pipelines and oversees TEST branches for GIT repos associated with release pipelines. Oversees the DDI vendor’s pull-requests from Dev branches into TEST branches. Owns the build-management oversight for the TEST environments and the full implementation effort for the User-Acceptance Testing (UAT) environments. Works collaboratively with the DDI vendor to complete builds and build-release notes. Owns code-reviews and enforcement of KC IT development standards in collaboration with KC IT product owners. Performs code-reviews with the DDI vendor to ensure King County IT requirements identified by King County product owners during Feature and FDD development, have been addressed and included in the deliverables. Maintains the EasyRepro and RSAT test platforms used by the software quality assurance (SQA) testing teams. Works to train the DDI Vendor on EasyRepro and prioritize EasyRepro test targets. Ensures Azure services including Virtual Machines (VMs), logic apps, data factory, serverless functions, app services, web API management, resource groups, and Access Control Management (IAM) are properly secured and that policies are applied and followed by the DDI vendor implementation team. Maintains BICEP templates and ensures the process for standing up new environments is well documented. Works collaboratively with the DDI vendor to ensure environment deployment is efficient and automated to align with disaster-recovery design in the solution architecture.
