Job Title: Data Modeler Developer/Lead
Location: Hybrid (50% Onsite) – Albany, NY
Duration: 25 Months (Long-term Contract)
Work Schedule: Full-time (40 hours per week)
Project Overview:
Our clint is seeking a Level 3 Data Modeler Developer. This role plays a crucial part in transforming health and human service delivery through modernized technology and strategic partnerships. The IES project enhances eligibility, enrollment, case management, and payment functionality for critical state programs.
Key Responsibilities:
• Review business and technical artifacts to understand data and data modeling requirements.
• Collaborate with Business SMEs, Business Analysts, and Technology teams to extract data requirements from functional, non-functional, and technical documentation.
• Perform data analysis, validation, modeling, transformation, and reporting.
• Design and implement conceptual, logical, and physical data models while adhering to industry best practices.
• Create and maintain technical documentation (e.g., data dictionaries, data lineage, data mapping, data flow diagrams, and fit-gap analysis).
• Develop data modeling and migration strategies, including scheduling and implementation.
• Ensure adherence to data security, confidentiality, integrity, and accessibility standards.
• Act as the primary technical liaison for resolving database performance issues.
• Monitor database activities to identify and address data quality concerns.
• Collaborate with development teams across multiple projects to ensure optimal data architecture implementation.
Mandatory Qualifications:

Experience Level: At least 7 years of experience working on complex projects, including 2+ years in a leadership role as a Developer.
Data Modeling Expertise: 10+ years of hands-on experience in designing and implementing relational data models, including entity relationship diagrams (ERDs), normalization (3NF), and canonical models.
Data Modeling Software Proficiency: 10+ years of experience using tools like Erwin Data Modeler for tasks such as forward/reverse engineering, creating subject areas, templates, constraints, relationships, and reconciling data model differences.
Desirable Qualifications:

Data Migration Experience: 10+ years of experience designing data models for data migration/conversion projects in staging and OLTP environments.
Legacy System Knowledge: 7+ years of experience designing models for legacy mainframe systems (e.g., Unisys) and migrating them to modern relational databases (e.g., Oracle).
SQL Development: 7+ years of experience developing complex SQL queries, PL/SQL scripts, stored procedures, functions, triggers, indexes, and roles.
Performance Tuning: 7+ years of expertise in optimizing SQL performance, PL/SQL scripts, database indexing, and complex joins.
Technical Documentation: 7+ years of experience creating comprehensive documentation including data dictionaries, lineage, mapping, and fit-gap analysis.
Requirement Analysis: 7+ years of experience transforming functional, non-functional, and technical requirements into data modeling specifications.
Metadata Management: 5+ years of experience performing data analysis and metadata cataloging.
Health & Human Services Experience: Knowledge of Integrated Eligibility System (IES) programs such as PA, SNAP, HEAP, TANF, etc.
Large-scale OLTP Systems: Experience implementing data modeling solutions for Case Management, Enrollment & Eligibility, Financial Management, Child Support, or Scheduling systems.
Data Management Best Practices: Experience applying data governance, data security, data integration, and master data management concepts.
