Business Analyst – Public Health Applications

Location: Lansing, MI (Hybrid)

Duration: Long-term contract

Rate: 50-60/hr on w-2 (No C2C or 3rd party candidates will be accepted)

Overview:

We are seeking an experienced Business Analyst to provide ongoing maintenance and support for critical public health applications.

As a lead resource, you will be instrumental in enhancing, integrating, and maintaining these applications while ensuring data integrity, SEM/SUITE compliance, and security. You will also provide oversight to business analysts supporting other public health applications.

Without this role, critical public health data could be compromised, leading to potential reporting errors at the state and federal levels.

Key Responsibilities:

🔹 Business Analysis & Requirements Gathering
• Conduct gap analysis and develop detailed functional requirement documents.
• Write high-level functional requirements and develop user stories for agile projects.
• Collaborate with stakeholders to design IT solutions aligned with state technology standards.

🔹 Documentation & Testing
• Create functional design documents, prototypes, and mockups for user validation.
• Develop test plans, test cases, and test reports to ensure system accuracy.
• Perform UAT testing, defect tracking, and post-implementation testing.
• Maintain system documentation and update it post-upgrades.

🔹 System Implementation & Support
• Assist with Enterprise Architecture Solution Assessment (EASA) and security processes.
• Monitor applications during peak production times and address user issues.
• Work on RFC implementations, firewall rule approvals, and hosting documentation.

🔹 Training & Compliance
• Develop training content and user manuals for end users.
• Ensure compliance with HIPAA and security regulations.

Required Skills & Experience:

✅ 8+ years of business analysis experience for complex systems.

✅ 8+ years writing functional requirements and test plans.

✅ 8+ years maintaining system documentation and developing training materials.

✅ 5+ years working with CMM/CMMI Level 3 methodologies.

✅ 5+ years implementing Agile development and test-driven development.

✅ 5+ years programming in SQL/PLSQL (Oracle preferred).

✅ Experience with Azure DevOps.

✅ Strong knowledge of HIPAA compliance and handling sensitive data.
