Project Overview:Resolute Management Group (RMG) is seeking an experienced Smartsheet Developer to provide Smartsheet development services for the Maryland Department of Health (MDH), Prevention & Health Promotion Administration (PHPA). The consultant will design, implement, and optimize Smartsheet solutions to enhance organizational efficiency, project management capabilities, and workflow automation. The consultant will work closely with PHPA internal stakeholders to ensure all deliverables align with PHPA’s strategic goals and operational requirements.
Objectives:

Implement a scalable Smartsheet solution tailored to PHPA’s needs.
Automate workflows to reduce manual processes, improving efficiency in areas such as grant monitoring, fiscal tracking, procurement approvals, and personnel management.
Enhance reporting and data visualization capabilities for decision-making through interactive Smartsheet dashboards and integrations.
Integrate Smartsheet with PHPA’s existing tools, including Microsoft Office, Google Suite, Tableau, and state data systems.
Develop user training and documentation to ensure long-term usability and sustainability of Smartsheet solutions.

Job Responsibilities:

Conduct stakeholder interviews to understand PHPA workflow requirements.
Design Smartsheet workflows, templates, and dashboards for process automation (e.g., approvals, notifications, real-time reporting).
Configure Smartsheet Control Center and Dynamic View to improve project visibility and access control.
Develop integrations with third-party platforms, including Tableau, Google Suite, Microsoft Office, and PHPA’s financial and personnel tracking systems.
Ensure compliance with state and federal data privacy and security regulations.
Provide Smartsheet training, user guides, and ongoing support for PHPA personnel.
Document all configurations, workflows, and automation logic for sustainability and knowledge transfer.

Requirements:

Due to the nature of the work canidate must be a U.S Citizen
Proven experience as a Smartsheet Developer with government agency projects.
Strong proficiency in Smartsheet Control Center, Dynamic View, reporting, and workflow automation.
Experience integrating Smartsheet with Microsoft Office, Tableau, Google Suite, and state data systems.
Knowledge of COMAR 21.05.07 procurement regulations and compliance requirements.
Proficiency in scripting languages such as JavaScript or Python (preferred but not required).
Experience with project management methodologies (Agile, Waterfall).
Strong documentation, reporting, and training skills.
Education: A Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field is preferred but not required. Equivalent experience will be considered.
Certifications: Smartsheet certifications (e.g., Smartsheet Product Certification, Smartsheet Solution Architect Certification) are preferred.

Expected Deliverables:

Needs Assessment & Planning Report – Identify workflow pain points, automation opportunities, and integration requirements.
Smartsheet Templates & Workflow Automation – Develop automated approval processes for grant tracking, fiscal processes, HR tracking, and procurement approvals.
Integration with External Systems – Ensure Smartsheet connects with PHPA’s financial, personnel, and reporting systems.
Custom Dashboards & Reporting – Develop dashboards for high-level reporting and real-time decision-making.
User Training & Documentation – Provide detailed training sessions, user guides, and sustainability plans.
Final Project Summary & Transition Plan – Deliver a comprehensive report on implementation, performance metrics, and future recommendations.

Engagement Terms:

Duration: 1 year (July 1, 2025 – June 30, 2026).
Work Mode: Remote with periodic virtual meetings and required progress reporting.
